There's no sign of the law that enables these practices of being re-pealed - in fact, they just upped the allowed fees:

Here's a news report from the Arlington Virginia area that exposes the unethical, predatory practices of the towing companies. I personally experienced $400 in damages as a result of being towed (dragged) out of a parking spot on one occasion, and towed from an apartment complex after an unethical concierge alerted the towing company (by fax, so I know it was him) to come tow our truck while we were upstairs packing to move our daughter out. I can't believe this is still allowed to go on by the police and local government.
